In their ancient system, they are still doing better than Spain, Italy and Greece, but if they want to make it out of this they need to count on self-employment, the age of big government and big debt is over, a ‘minimal’ government of exclusively justice, defense, public medicine and social security, and a shift from petroleum intensive activities back to renewable, together with very liberal deregulation and support for self-employment, may get Portugal in better shape.

If I was in their shoes, I would push the primary into becoming the supplier of raw materials for the secondary, support tourism, artisans high technology business creation, and proceed to dismantle/alienate all the public interests into any kind of business.
